Thisvi port facilities

Within the limits of Thisvi Industrial Area, as described in the joint decision no. 9224/435/12.4.2001 of the Ministers of Development and Environment / Government Gazette 499 B’, and in the bay of Nousa Viotia modern port facilities operate, in accordance with the terms and conditions of the International Maritime Code and the International Ship and Port Facility Security Code (ISPS CODE) of International Maritime Organisation (IMO) with location code GRITA 0001. Thisvi port facilities have four docks A, B, C and D.

Since 2001, Dia.Vi.Pe.Thi.V. S.A. is the legal “Port Administration Body and Operator” of Thisvi Industrial Area, in accordance with the provisions of Article 19 of Law 2545/97 and those of Law 2971/2001. On January 2013, Dia.Vi.Pe.Thi.V. S.A. obtained the right to use the coastline and seashore, as well as the right to use and exploit the port facilities until the end of December 2043.

Port facilities users may be only companies established in Thisvi Industrial Area, as implied by the decision on the ‘concession to use the coastline and seashore’, and by the institutional framework established the industrial area.

Thisvi port facilities ensure, at established companies, shorter raw materials delivery times and improved end product delivery times, as well as security during product receipt and delivery. Also, Thisvi port facilities provide to ships approaching the port certan amenities such as receipt and management of generated waste, while taking measures to prevent marine pollution.

1988

Authorization

ETVA S.A. was authorised by the Prefect of Viotia (decision no 5763 / 05.23.1988), to execute works within the limits of coast line and seashore, for fifty years.

Work start

ETVA S.A. began port facilities works (docks A, B, C, D), which were completed in 1990.

1999

Progress

The Hydrographic Service of the Hellenic Navy General Staff (HNGS) prepared detailed bathymetric charts and an international navigation map for the safe crossing of the bay, where Thisvi port facilities are located. Prior to that, the Lighthouses Service of HNGS placed five lighthouses, for bay light marking. The Minister of Finance granted to Corinth Pipeworks S.A. for five years the right of parallel use of seashore and coastline and the parallel right of using and exploiting existing port facilities infrastructure, built by ETVA and owned by the State.

The Ministry of Mercantile Marine held a meeting with all authorities involved in Thisvi Port facilities operation and set out its terms and conditions thereof. The minutes of meeting were signed by all participants on 17/09/1999, with protocol no. YEN 3117.1 / Φ.54 / ΥΠ 11/01 - 10/12/1999. Cooperation with a specialised company for the protection of marine environment.

On 26/09//1999 Thisvi port facilities started operating for the first time since its construction, with the approach of a ship from Turkey, which carried the first machinery for Corinth Pipeworks’ plant in Thisvi Industrial Area.

First investments of about € 1.2 million on basic equipment were made. Thisvi Port Facilities acquired crane track-based A (PEINER) and power supply from Corinth Pipeworks’ plant.

2000

Investments completion

A ship with the first 1,000 tonnes of hot rolled coils, which are used in steel pipe manufacturing, approached Thisvi Port Facilities (22/07/2000). Completion of first investments.

2001

Transfer of usage rights

Ministers of Development and Environment issued a joint decision no. 9224/435 / 12.4.2001 (GG 499 B'), describing Thisvi port facilities location (docks A B, C and D) in bay of Nousa, Viotia within the limits of Thisvi Industrial Area. Dia.Vi.Pe.Thi.V. S.A. is founded as the management and administration body of Thisvi Industrial Area, in the southern limits of which are its port facilities. ETVA S.A. transferred, inter alia, to its successor Dia.Vi.Pe.Thi.V. S.A. the right to use the seashore and coastline for execution of works, that held until the year 2038, pursuant to the provisions of Law 2545/97. ETVA S.A. and Dia.Vi.Pe.Thi.V. S.A. signed a delivery – acceptance protocol of infrastructure, where ETVA S.A. delivers to Dia.Vi.Pe.Thi.V. S.A. port facilities along with other construction works.

2004

Port Facility Security Plan

Dia.Vi.Pe.Thi.V. S.A. prepared, compulsorily, a Port Facility Security Plan for Thisvi Industrial Area Port Facilities in line with the provisions of International Ship and Port Facilities Security Code (ISPS Code) and is among the first ports in Greece who received the respective certification (code GRITA 0001). An investment of € 1.3 million made for security measures in line with Port Facility Security Plan and for floor restoration of docks A and B (completion year 2008).

2006-2008

Anti marine pollution

Dia.Vi.Pe.Thi.V. S.A. purchased complete equipment to prevent marine pollution, under the approved contingency plan.

2006-2008

ISO Certification

Environmental Management System of Thisvi Industrial Area (port facilities are included) was certified in accordance with the international standard ISO14001. Dia.Vi.Pe.Thi.V. S.A. purchased boat "DIANTHIA" to be included in the marine anti-pollution equipment.

2013

Seashore & Coastline Rights

Dia.Vi.Pe.Thi.V. S.A. granted the right to use the coastline and seashore, as well as the right to use and exploit Thisvi Port Facilities until 31/12/2043, following the relevant joint decision of respective Ministries.

2016

Fire-fighting system

Dock C floor restoration is completed and fire-fighting system is installed.

Port facility Οperating Regulations

The operation of Thisvi Port Facilities is regulated by the General Regulation and the special regulations of each port.

Dia.Vi.Pe.Thi.V. S.A. is the body that operates and manages Thisvi Port Facilities and cooperates with local Port Authorities on all the issues above.

Amongst other, the Antikyra General Operating Regulation regulates issues concerning the following:

• Piloting and pratique;

• Sanitation;

• Ship movement, anchoring and mooring;

• Safe navigation;

• Authentication of shipping documents;

• Vessel grounding and shipwrecks;

• Maritime traffic statistical bulletins;

• Foreign ships, crew outings, ship visits;

• Ships’ safety measures;

• Orderly embarkation or disembarkation;

• Behaviour of crews and passengers;

• Routes;

• Management and type of permits;

• Shipping agents;

• Boatmen;

• Ship loading/unloading and stevedores;

• Movement of vehicles.

ISPS Code

In 2004 Dia.Vi.Pe.Thi.V. S.A. applied the International Ship and Port Facility Security Code (ISPS CODE) for Thisvi Industrial Area Port Facilities. Certified organisations evaluated Thisvi Port Facilities and prepared a Port Facility Security Plan, which was approved by the Greek Authorities. The Port Facility Security Plan of the company, entitled Administration and Management Thisvi Viotia Industrial Area S.A., was prepared according to the provisions of Chapter IX-2 of the International Convention for the Safety of Life at Sea (SOLAS) and part A’ of the International Ship and Port Facilities Security Code (ISPS Code). Moreover, were taken into account the advisory provisions of part B’ of the Code, the provisions of EC Regulation 725/2004 / 31.3.04 of the European Parliament and those of the Council of European Union, the 2005 / 65 European Directive and the law 3622/07, which incorporated the above in national law, as well as relevant circulars of Ministry of Development issued occasionally. The Plan has been revised with the E732 / 14 document of Coast Guard Headquarters – Greek Coast Guard, Ministry of Shipping and Island Policy.

The Plan is designed to protect port facilities and ships using them, workers of the port and the ships’ crews, visitors and passengers, goods, cargo handling equipment and vehicles from any malicious action. The Plan also describes the means used to achieve this objective, as well as the number of people needed along with the appropriate infrastructure, as well as the procedures and the security organization of the installation.

Main Dia.Vi.Pe.Thi.V. S.A. obligations as the management body of Thisvi Industrial Area Port Facilities, are:

  • the implementation and revision, when required, of Port Facility Security Plan;
  • measures and equipment for the prevention of unauthorized transportation of dangerous substances and devices intended to be used against humans, ships and facilities;
  • response procedures to security threats and evacuation in the event of threats or security breaches;
  • procedures for reporting illegal incidents against transportation security;
  • response procedures in the event that the security reporting system of a ship within the port facilities is activated;
  • the appointment of the Port Facility Security Manager.

Protection of the marine environment

Dia.Vi.Pe.Thi.V. S.A. is committed to protecting and preserving the marine environment as well as the relevant marine ecosystem, promoting sustainable use of the maritime area of Nousa Bay, where port facilities of Thisvi Industrial Area are located.

In order to achieve this objective, Dia.Vi.Pe.Thi.V. S.A. applies an environmental contingency plan, which is based on prevention and anti-pollution measures of the marine environment. The environmental contingency plan aims to provide a mechanism to prepare and coordinate all the necessary actions, so that in the event of pollution incident or imminent threat of sea or coastline pollution, all necessary measures will be taken in a timely and coordinated manner, to eliminate the impact on the marine environment and protect local communities.

Prevention of pollution is achieved by:

  1. Inspections of preventive measures at the terrestrial port facilities and the ships entering the Thisvi Industrial Area Port;
  2. conducting measurements of seawater and sediment samples, annually;
  3. training of port facility personnel, so that they are capable of confronting any pollution incident in a timely, coordinated and efficient manner;
  4. implementation of drill exercises, so as to ensure the alertness of personnel and their training in the use of pollution abatement equipment and the alertness of contractors;
  5. construction and operation of facilities for collecting refuse and other wastes from ships, and cooperation with licensed companies thereof;
  6. on-going efforts for the modernization of available pollution abatement equipment and materials.

In case of incidents the following measures are taken:

  1. direct activation and application of the existing emergency plan and utilization of all available measures and equipment;
  2. use of appropriate and environmentally-friendly methods for the abatement of pollution at sea and on land.
